Welcome to the show.        DAVID COHEN:Well, thank you for having me, Michael.MICHAEL MORELLavid, as you know, I have wanted to have you on the podcast for some time, because sanctions have become a very important tool of American foreign and national security policy, and I think you re the perfect person to explain how all this works.            DAVID COHEN:Well, I hope so. We ll see.MICHAEL MORELLerhaps the place to start is to say that for most of my career in government, I watched multiple U.S. administrations impose sanctions, but with very little effect.
